In March 2026 the Trilateral Planning Cell presented its strategy and its record to the INTERPOL African Regional Conference. The presentation is the source of the public case record published on this site: seven major interdictions between July 2023 and July 2025, worth R1.3 billion, and the coordination that produced them.

The presentation set out the Southern Route — heroin and methamphetamine from the Makran coast by dhow to Tanzania and Mozambique, then by road and air into South Africa — and the cell’s lines of work — from coordination and information sharing to financial investigation, legal finish and strategic messaging.

It also recorded the cell’s engagements with regional and international partners — SARPCCO, EAPCCO, UNODC, EUROPOL, INTERPOL and EU-ACT — and its recommendation: to promote and adopt the modalities of the TPC as a regional operational mechanism against illicit drug trafficking and associated organised crime, in collaboration with global partners.
