Ministerial Trilateral Strategy

The Trilateral Planning Cell, also known as the Ministerial Trilateral Strategy, was established by the ministers responsible for policing of the  Republics of South Africa, Mozambique and Tanzania; supported by the UNODC to counter the influx of heroin, and associated organised crime to the trilateral states. The TPC was expanded to the region and is represented by the membered states with a unified objective to disrupt organised crime networks.

To Create a secure and drug free region through unified, proactive, and sustainable measures, by ensuring the well-being and safety on future generations.

Mission

To disrupt organised crime networks involved in the trafficking of heroin, cocaine, and other illicit drugs through the implementation of targeted strategies and the distinct lines of work.

Implementation of the TPC

The plan is directed towards the disruption of criminal networks;  it covers a wide range of activities and tools to provide evidence-based responses to drug trafficking and promote cooperation among the national drug enforcement agencies.

Situational Analysis

Drug trafficking, specifically the flow of heroin and methamphetamine through the Southern Route, is expanding and diversifying extremely fast in the region.

The Eastern and Southern African Coastline has become a major smuggling route and poses a significant and growing threat to the regional security, with dire implications to public safety and economic stability.
